"Just kidding" is used after something you really mean but don't have the courage to admit it, so you fake it as a joke.
Example:
A and B were more than just friends. From long time, A wanted to propose B. But, he didn't had the courage to do it. Somehow, he managed to speak out his mind like this
A: I love you!
B: You are a great friend. I always see you as a friend.
A: I was Just Kidding! (He was not kidding. Friendzoned! Heartbroken!)
They talked for another 10 minutes and after that A went to his cave and put his ear plug to listen to " Sach keh raha hai deewana dil na kisi ka dukhana jhuthe hain pyar ke waade saare jhoothi hai pyar ki kasme..."
Translation: You must never fall in love as it's a lie. ( I know the translation is terrible!)
